General Orders

The General Orders are a list of published directives, originated by the Regimental Commanding Officer, and binding upon all personnel of the 7th Cavalry Gaming Regiment, the purpose of which is to enforce a policy or procedure unique to his unit's situation which is not otherwise addressed in applicable service regulations, military law, or public law. A General Order has the force of law; it is an offense punishable by court martial or other disciplinary action to disobey one. What makes it a General Order (as opposed to a direct order), is that the actor is not explicitly named, nor precisely that (or whom) which is to be acted upon.

A General Order of indefinite duration may be referred to as a standing order. Standing orders are necessarily general and vague since the exact circumstances for execution occur in the future under unknown conditions. For example, in most military agencies there is a standing order for enlisted men to salute officers. The officers are required by the same law to return the salute to the enlisted person; however, the name of each enlisted man is not explicitly named in the order, nor is the name of each officer, nor is the exact time which the salute should occur.

The following is a numbered list of all General Orders of the 7th Cavalry Gaming Regiment. These orders apply to all members of the unit regardless of any rank, positions, or game/sub-unit that the member belongs.



General Order One

Unethical Game Play (Cheating)

I will not engage in any form of cheating and will not tolerate those who do.

General Order Two

7th Cavalry Servers

I will abide by all established game specific Rules of Engagement while playing within the 7th Cavalry Gaming Regiment's servers. I will obtain proper authorization before using any of the Boot Camp Servers for training activities and understand that a Boot Camp always has priority in those servers. I will not utilize the 7th Cavalry Regiment tag when naming a private server without obtaining proper authorization.

General Order Three

Regimental Tags

I will wear my 7th Cavalry Gaming Regiment clan tags in all First Person Shooter (FPS) game servers regardless of area of operation or if the game is supported by the unit (the only exception being Massively Multiplayer Online Roleplaying games, often called MMORPG or MMO's as long as the 7th Cavalry Gaming Regiment does not support it) and in all games supported by the unit. I will additionally wear my 7th Cavalry Gaming Regiment clan tags within the 7th Cavalry Gaming Regiment Discord Server according to the standard format (RNK.Last.F).

General Order Four

Attendance

I will attend all required meetings, trainings, and any other scheduled official events or will inform, in advance, the appropriate person in my Chain of Command.

I will also endeavor to ensure I do not be deemed Absent Without Leave (AWOL) due to lack of attendance.

General Order Five

Server Administration

I will ensure that the Rules of Engagement are followed by all members and server guests, and will enforce them per the established administration guidelines (or will report the violator to the appropriate personnel in the event that action cannot be taken).

I will obtain a visual confirmation of a reported violation prior to taking action per the established administration guidelines (only exception is if verbally reported by a Corporal or above).

I will consider all orders issued via in-game chat invalid until auditory confirmation is obtained, whether via Discord or, in the case of the Arma 3 AO, the Teamspeak server.

General Order Six

Discussion

I will refrain from engaging in discussion or debate of political, religious or other similarly volatile subject matters in any 7th Cavalry Gaming Regiment owned medium (game servers, forums, Discord, Teamspeak, etc.).

General Order Seven

Military Courtesy

I will observe military courtesy as explicitly defined in the Discord Code of Conduct.

General Order Eight

Unit Dedication

I will not belong to another FPS unit/clan or any other group that supports an officially supported Cav game while a member of the 7th Cavalry Gaming Regiment.

General Order Nine

Recruiting

I will put forth my best effort to recruit individuals in our 7th Cavalry servers who demonstrate by their play and behavior the core values of our unit.

I will not recruit within non-7th Cavalry servers or non-public servers.

I will not recruit members from within the unit (recruit from one area of operation or game to another). The General Staff can authorize recruitment from within under certain circumstances such as Starter Platoons, etc.

General Order Ten

Requests for Aid

Requests for aid will not be made without Regimental Commanding Officer or Regimental Executive Officer approval. Posts requesting aid will not be made without Regimental CO or Regimental Executive Officer approval.

For clarification, if you approach another Cav member, tell them you have a problem and need money to solve it, you have violated this General Order. If you find yourself in this situation, your first communication should be to a member of the General Staff. Any Supervisor/Staff that is approached by a Trooper in this manner is to direct them to the General Staff.

Do not, I repeat, do not setup a Go Fund Me, or any other crowd funding device. Do not make an announcement to your subordinates that a Trooper needs help. Direct them to a member of the General Staff.

Do not violate this order. Doing so will result in your removal from the 7th Cavalry Gaming Regiment. There is no circumstance that will grant you a waiver.

General Order Eleven

Universal Application

All members, regardless of rank or billet, are bound by these General Orders. Under no circumstances can General Orders be ignored.

This document is to serve as a complete compendium to the rules of the servers. This document contains all rules of the server in which the document was written for. If it is not listed in this document it does not exist and is not enforceable. Each rule will have specific definitions of the rule as well as elaborating the specified intent of the rule along with examples to help clarify the rules true intent. By the end of this document, no questions should be remaining as to what the rule meant and how it applies to the player. </noinclude> Arma 3- Public Server Rules


  1. No fratricide or destruction of friendly equipment.
  2. No offensive or disruptive behavior
  3. All support assets must be on call and TeamSpeak 3
  4. You must play your role and cooperate with your team

Specific definitions of ARMA 3 - Public Server Rules
The following is a numbered list of all server rules that are in accordance to the list of section 2. Each rule will have a subsection explaining the intentions of the rule and specific cases of the rule.

1. No fratricide or destruction of friendly equipment


  • Fratricide is the killing of one's own forces in war and is used to describe 'friendly fire', or commonly called 'TK’ing' or 'Team Killing'.
  • This means the purposeful or accidental killing of another player or friendly equipment is not allowed.
  • This also means that acts of “revenge killing” are against this rule. The only action a player needs to take against someone who killed them is reporting said team killer to our Military Police or a Game Admin.

Spirit of the rule - This rule is a common rule for team-based First Person Shooter games. Team killing is universally considered in bad taste and bad form. The idea is to have fun and not to have to worry about a chaotic free for all.

2. No offensive or disruptive behavior.


  • No racism nor sexism of any kind. Any racist or discriminating remarks or names will result in an instant ban.
  • No political or religious discussions or references including names.
  • No disrespect towards other players or admins.
  • No disrespect towards the 7th Cavalry Gaming Regiment.
  • No disrespect towards deceased 7th Cavalry members.
  • No disrespectful or offensive abbreviations.
  • No elitist attitude towards others or taunting.
  • No mic spamming.
  • No trolling or griefing.
  • Discharge or firing of any weapon on base is strictly prohibited.
  • No vehicles parked on the runway or landing pads.

Spirit of the rule - The 7th Cavalry tries to create a fun environment without drama where people can just get together, play, and have fun in a tactical environment.

3. All support assets must be on call and Teamspeak.


  • This means the pilot/operator of any aircraft, artillery, mortars, or UAV.
  • TeamSpeak 3 meaning 7th Cavalry's TeamSpeak 3 server.
  • They must also have a working microphone, and be willing to coordinate over TeamSpeak.
  • Support assets, except tanks, are not to engage the enemy on their own accord.
  • Enemy air assets and enemy anti-air are the only exceptions to this rule. They are allowed to be engaged to make way for safe transport to the AO for friendly troops.
  • All attack aircraft are to maintain a safe holding area, pattern, or stay on base until called in to maintain the longevity of the aircraft.
  • Artillery, including mortars, must remain silent until called to fire by infantry.
  • Assets in immediate danger that need to act against danger can defend themselves to preserve their lives or asset, but shall not provoke the engagement.

Spirit of the rule - This rule is meant to help preserve some enemy for friendly infantry to still fight when there are powerful support assets like aircraft or artillery in play, as well as the coordination of those assets with ground forces to foster organized gameplay. Fire support and other force multipliers, unless specifically approved above, are on call until a call for fire is made. This is done to balance the power of support assets with the infantry.

4. You must play your role and cooperate with your team.


  • “Lone wolfing” should be avoided whenever possible.
  • Follow the instructions of your Squad Leader and/or mission commander.
  • Play the role you’re slotted for.
  • If you wish to change your role you must reslot. For example, if you were a pilot and wish to fight on the ground you must reslot as an infantryman.
  • No AFK’ing in limited slots.

Spirit of the rule - “Lone wolfing” can cause enemies to spawn in remote locations away from the main group and thus detract from server resources, as they are limited. “Lone wolfing” should be avoided when possible to ensure cohesion across all roles, to help foster tactical realism and organized gameplay, and to ensure the mission file is running as intended.

Arma 3 - Training Server Rules


  1. The Training Server is first and foremost an area for 7th Cavalry members to practice skills that will be utilized in either operations or public spaces.
  2. There will always be a 7th Cavalry member responsible for the server.
  3. No public members.

Specific definitions of ARMA 3 - Training Server Rules


1. The Training Server is first and foremost an area for 7th Cavalry members to practice skills that will be utilized in either operations or public spaces.

  • Simply put: RTC > Unit Training > Fun-time.
  • The above hierarchy of use shall always be observed, however, this does not mean that two groups can't be doing two things at once.
Spirit of the rule - Simply as the hierarchy of use states, the training server is first and foremost the 7th Cavalry 1st Battalion training server; everything else comes secondary to this mission. RTC will always have priority of this server during the scheduled training times (check with RTC for currently scheduled bootcamps), as they are responsible for replenishing and growing the ranks of the 7th Cavalry, and they will not be hindered in this mission.

2. There will always be a 7th Cavalry member responsible for the server.

  • Whenever the server is running, there will be at least one member that is in charge of the operations of all members in the server.
  • Generally speaking, this member will be the operational admin or the training admin.
  • This member is responsible for all conduct on the server.
Spirit of the rule - Responsibility of use of 7th Cavalry assets always needs to fall on someone. As such, before entering the server as a group, either the ranking officer/NCO assumes this responsibility, or a pre-designated member of the group needs to be responsible (such as when there are NCOs running trainings for officers, etc).

3. No public members.

  • No public members.
  • Members of allied clans are allowed to attend events if first approved by the regimental commander.
Spirit of the rule - Being as the servers are for 7th Cavalry members, as a matter of privilege for those of the yellow and black, public players are not welcome in these servers. Allied clans are allowed to visit the grounds if prior to the event the Regimental Commander provides written permission for them to attend.

This document is compendium of the rules of the Hell Let Loose servers. If a rule is not listed in this document it does not exist and is not enforceable. Each rule will have specific definitions as well as an elaboration of its intent. By the end of this document, no question should remain as to what a rule means and how it applies to the player. </noinclude>

Hell Let Loose– Rules of Engagement (ROE)

  1. No intentional team killing/griefing
  2. No offensive behavior or names. (Ex. racism et al)
  3. No spawn camping (For HQ only)
  4. All squads must have an OFFICER
  5. Squad Leaders and Commanders must have a microphone
  6. No Solo Tanking Ever or Solo Locked Recon
  7. Seeding - Combat Strength Under 20 vs. 20

The following rules apply for seeding:

  • The middle sector point will be the only playable objective
  • Combat Area - only the two rows/columns (map dependent) that contain the playable objective
  • Armor crewman roles may not leave the HQ.
  • No use of Artillery until the 20v20 (40 Total Players) has been reached.
  • In-game squad leaders are responsible for reporting any infraction from their in-game section to a 7th Cavalry Admin (MP) or Member with tags to enforce these rules.

Spirit of the rule - When both teams have less than 20 players, both teams agree to only play over the central sector (map dependent) with reduced combined arms to promote a better player experience until there are enough players to seed vanilla gameplay.

Specific definitions of Hell Let Loose – Team vs. Team Server Rules The following numbered list of all server rules are in accordance with the list of above. Each rule has a subsection explaining the intent of the rule.

1 No intentional team killing/Griefing


  • Commonly called 'TK'ing' or 'Team Killing' - the purposeful or accidental killing of a teammate - is not allowed on this server.
  • Do not team kill, this is grounds for instant banning.
  • Intentionally Team Killing a 7th Cavalry Admin while actively being an admin will result in an instant ban from the server.
  • If you accidentally Team Kill or hurt a team member apologize immediately.
  • Intentional destruction or disabling of friendly equipment, e.g., getting vehicles stuck so others can not use them.

Spirit of the rule - Intentionally team killing other players or griefing teammates is detrimental to the spirit of team play. While friendly fire and equipment loss is a reality on the battlefield, it is unacceptable and should be avoided.

2 No Offensive Behavior


  • No racism nor sexism of any kind. Any racist or discriminating remarks or names will result in an instant ban.
  • No inappropriate discussion, political or religious discussions or references including names.
  • No inappropriate usernames are allowed. IE. Sexual, Racist, Inappropriate/Offensive in nature.
  • No disrespect towards other players or admins.
  • No disrespect towards the 7th Cavalry Clan.
  • No disrespect towards the deceased.
  • No disrespectful or offensive abbreviations.
  • No elitist attitude towards others or taunting.
  • No mic spamming.
  • No trolling.

3 No Camping Headquarters Bases


  • Intentionally choking an uncapturable spawn area, blocking all areas off from escape.
  • Enemy Combatants may engage players using artillery as artillery pieces are located in HQ
  • The HQs may only be engaged freely if the final Objective is active and located in its sector. You cant attack the north HQ spawn if the objective is in the south HQ sector.
  • You must be actively trying to move forward and leaving your base unless utilizing artillery.
  • No camping the HQ behind enemy lines, play the objectives.

Spirit of the rule - This rule is about fair competition. We want everyone to have fun, therefore everyone should get the opportunity to fight back. If you see that the enemy is unable to get out of their spawn area you need to fall back; if you don't, you are ruining their fun. The exception would be if the game mode forces you to move in to spawn.

4 Each Squad Must Have an Officer/Squad Leader


  • All Squads in game must have even either a Squad Leader or an Officer Kit.
  • The 7th Cavalry Regiment encourages focused team-play mechanics that are synonymous with the in-game mechanics of Hell Let Loose. Not having an Officer/Squad Leader prevents the section from having outposts and from placing Garrisons. We believe requiring an Officer/Squad Leader to be in each section enriches the server environment and contributes to a high level of game play and enjoyment.

5 All Squad Leaders And Commanders Must Have A Microphone


  • Squad Leaders must have a microphone to communicate with their squad and other Squad Leaders.
  • Commanders must have a microphone to communicate with their team and other Squad Leaders.
  • Using text chat only is not acceptable.

Spirit of the rule - It is too difficult to lead while using text chat only, voice communication must be used to be a effective leader.

6 No Solo Tanking or Solo Locked Recon


  • Do not use armor until teams are 20 v 20.
  • Armor must be occupied by at least 2 people. No "lone-wolfing" armor.
  • Armored sections must follow orders of Team Commander.
  • No Solo Locking recon, all recon must be open or have a sniper

Spirit of the rule - Armor is a vital asset to each team. Before there are 20 people on each team, it can be annoying to have an armor asset decide the course of the battle due to low population. To make best use of the armor, there needs to be 2-3 players in each tank. Locking squads prevents players from possibly having the experience they joined our server for.

7 Seeding - Combat Strength Under 20 vs. 20 (40 players total)

Each rule will have specific definitions as well as an elaboration of its intent. By the end of this document, no question should remain as to what a rule means and how it applies to the player.

Squad – Rules of Engagement (ROE)

  1. No team killing.
  2. Do not intentionally waste assets.
  3. No offensive behavior.
  4. No camping the main base.
  5. All Squad Leaders must have a microphone and utilize an SL kit and communicate in English.
  6. Do not play unassigned.
  7. No soloing vehicles
  8. Vehicle claims are by squad name
  9. No Squad baiting.
  10. No locked public infantry Squads
  11. Do not recruit for non-7Cav communities on our server (Perm Ban).

Specific definitions of Squad Server Rules
The following numbered list of all server rules are in accordance with the list of above. Each rule has a subsection explaining the intent of the rule.

1. No Team Killing.----

  • The purposeful killing of a teammate is not allowed on this server - Accidents should be avoided
  • Intentionally Team Killing a 7th Cavalry Admin while actively engaged in admin duties will result in an instant ban from the server
  • If you accidentally Team Kill or hurt a team member apologize immediately in All Chat (J by default)

Spirit of the rule - Intentionally team killing other players is detrimental to the spirit of team play. While friendly fire is a reality on the battlefield, it is unacceptable and should be avoided.


2. Do not intentionally waste assets.----

  • This includes purposeful disregard and gross negligence.
  • A purposeful disregard example: Using a logistics truck as a personal taxi to the front and dumping it.
  • A Gross Negligence example: Flying a helicopter in a live match despite having no idea how to actually fly.
  • Other examples at Admin discretion.

Spirit of the rule - This rule is similar in spirit to the first rule. There's already enough concern with the enemy trying to destroy that armor or aviation asset.

3. No offensive behavior.----

  • No racism nor sexism of any kind. Any racist or discriminating remarks or names will result in an instant ban;
  • No political or religious discussions or references including names;
  • No disrespect towards other players or admins;
  • No disrespect towards the 7th Cavalry Gaming Regiment;
  • No disrespect towards the deceased;
  • No disrespectful or offensive abbreviations;
  • No elitist attitude towards others or taunting;
  • No mic spamming, including music;
  • No trolling;

Spirit of the rule - The 7th Cavalry tries to create a fun environment without drama where people can just get together, play and have fun in a tactical environment.

4. No camping the Main Base----

  • Intentionally choking the Main Base, Main Roads or blocking all areas of egress from Main base is against the rules;
  • There is no set distance, all Calls will be at admin discretion. If you are told to move away, you will be expected to move away as soon as possible;
  • This rule does not apply to HAB’s/Rally points;

Spirit of the rule - This rule is about fair competition. We want everyone to have fun, therefore everyone should get the opportunity to fight back. If you see that the enemy is unable to get out of their spawn area you need to fall back; if you don´t you are ruining their fun.

5. All Squad Leaders must have a microphone, utilize the SL kit and communicate in English.----

  • Squad Leaders must have a microphone to communicate with their squad and other Squad Leaders;
  • Squad Leaders must utilize an SL kit in order to utilize all functions and assets of the position;
  • Using text chat only is not acceptable;
  • All communication must be in English;
  • Failing to do so will result in being kicked from the squad;

Spirit of the rule - It is too difficult to lead while using text chat only, voice communication must be used to be an effective leader. Not having an SL kit also prohibits the squad from placing down required assets for organized play.

6. Do not play unassigned.----

  • Commonly called "lone-wolfing".
  • You must join a Squad, if they are full, wait for a new one or start a new one.
  • Follow your Squad Leaders orders, they have the discretion to kick you from the squad for not following orders.
  • All communication must be in English.
  • Failing to do so will result in admin intervention

Spirit of the rule -You need to be part of your squad and team to be able to contribute to the objectives, "lone-wolfing" does not contribute to that. This also helps us keep AFK players off the server.

7. No Soloing Vehicles----

  • Vehicles which require a Crewman slot to operate must have two persons crewing it.
  • Any Light armored/Reconnaissance vehicle with an onboard weapon system may be subject to admin discretion.
  • Helicopters and ALL logistical vehicles are excluded.

Spirit of the rule - You should be trying to avoid the wastage of vehicle assets in Squad, if the vehicle has room for a driver and gunner, you’ll be most effective with a driver and gunner.

8. Vehicles must be claimed by Squad name.----

  • Vehicles are claimed by Squad name - first person to create a squad with the vehicle name, lays rightful claim to that vehicle.
    • Naming conventions that are acceptable include - MBT, Heli, BMP.
    • A generic name such as “Armour” is not acceptable.

Spirit of the rule- First come first served is the fairest method for vehicle squads. If you want that vehicle make the squad name suit that. We can easily arbitrate this rule by looking at the squad number rather than who spawned and ran to the vehicle first.

9. No Squad baiting.----

  • Creating a squad and then leaving or promoting another player is not allowed.

Spirit of the rule - Creating a squad out of frustration and then leaving the SL role is not acceptable. If you don't intend to lead a squad, wait until another squad opens. It wastes time and inevitably leads to a squad without an SL or just ends up being disbanded.

10. No locked public infantry Squads.----

  • The only squads that are allowed to Lock are:
    • Any Vehicle Squad
    • Admins on Duty
    • Mortar/Logistics Squads must be named as such
    • Any TAGGED community squad above 5 members
    • Any squad during the staging phase waiting for friends (must be unlocked by Live)

Spirit of the rule - We want to make sure that new players have a place to play on our server. Locked squads not only prevent that but team cohesion is damaged when there are 10+ 3-4 man locked squads.

11. Do not recruit for non-7Cav communities on our server (Perm Ban).----

  • Do not recruit for external communities on this server. This will be considered disrespect to the 7th Cavalry Gaming Regiment and punishable by permanent ban.

Seeding Rules of Engagement (RoE)

Until 20 v 20 players, the following rules apply.

  1. All Squad leaders must have a Microphone and use the SL role.
  2. Squad Leaders are to communicate and lead their section using tactical gameplay.
  3. Keep combat centered on the objectives.
  4. No building of Observation Towers during the seeding phase.

UCMJ

The Uniform Code of Military Justice, is the foundation of military law in the 7th Cavalry. All members of the unit, including retired members, are subject to the UCMJ.

History

On 30 June 1775, the Second Continental Congress established 69 Articles of War to govern the conduct of the Continental Army. Effective upon its ratification in 1789, Article I, Section 8 of the United States Constitution provided that Congress has the power to regulate the land and naval forces. On 10 April 1806, the United States Congress enacted 101 Articles of War (which applied to both the Army and the Navy), which were not significantly revised until over a century later. The military justice system continued to operate under the Articles of War until 31 May 1951, when the Uniform Code of Military Justice went into effect. The UCMJ was passed by Congress on 5 May 1950, signed into law by President Harry S. Truman, and became effective on 31 May 1951. The word Uniform in the Code's title refers to the congressional intent to make military justice uniform or consistent among the armed services.

The current version is printed in the latest version of the Manual for Courts-Martial (2008), incorporating changes made by the President (executive orders) and National Defense Authorization Acts of 2006 and 2007.

Acknowledgment

The UCMJ codified for use by 7th Cavalry was adapted from the United States Military Uniform Code of Military Justice. Initial work was performed by 2LT Whitey Mack and was approved for use on July 12, 2008. The source document is UCMJ 64 Stat. 109, 10 U.S.C. ch.47,

Definitions

  • "Chief Judge Advocate General" (CJAG) means the Chief Judge Advocate General of the 7th Cavalry Regiment.
  • "Officer in Charge" means an officer of the 7th Cavalry Regiment designated as such by appropriate authority.
  • "Superior commissioned officer" means a commissioned officer superior in grade or rank of command.
  • "Recruit" means a trooper in training of the 7th Cavalry Regiment.
  • "Accuser" means a person who signs and swears to charges, or any person who directs that charges nominally be signed and sworn to by another person who has an interest other than an official interest in the prosecution of the accused.
  • "Military Judge" means an official of a general or special court- martial.
  • "Commanding Officer" means any commissioned officer of the 7th Cavalry Regiment designated as having command authority in the direct Chain of Command over another member of the 7th Cavalry Regiment. All Commanding Officers have convening authority to impose non-judicial punishment or refer a matter to a court-martial.
  • "Judge Advocate General" (JAG) officer means any commissioned officer of the 7th Cavalry Regiment designated as a member of JAG.
  • "Record", when used in connection with the proceedings of a court-martial means an official written transcript, written summary, or automatic log relating to the proceedings.
  • All members of the 7th Cavalry Regiment are subject to the 7th Cavalry Regiment Uniform Code of Military Justice.
  • A Court Martial Judge shall be a member of 7th Cavalry Regiment with rank of not less than Colonel. The Accuser may not serve as judge.

Trial Procedure

  1. The court shall appoint a chairperson.
  2. All evidence for submission to the court must be sent to the Chairperson prior to the court sitting and the Chairperson is to ensure that all parties have a full copy of that evidence before the hearing.
  3. The Chairperson shall be responsible for appointing a court recorder and ensuring an accurate record of events is kept.
  4. The chairperson shall be responsible for delivering a report of the court findings and deliberations to all parties involved including both 7th Cavalry Regiment Commanding Officer and Chief Judge Advocate General on completion of court business.
  5. It will be the duty of the JAG office to advise the accused of his right be represented at the hearing.
  6. Proceedings are not public and it shall be the duty of CJAG to publish on JAG site a précis of the court findings

  • Any person subject to this chapter who conspires with any other person to commit an offense under this chapter shall if one or more of the conspirators does an act to effect the object of the conspiracy, be punished as a court-martial may direct.
§ 882 82 Solicitation
  • Any person subject to this chapter who solicits or advises another or others to desert in violation of section 885 of this title (article 85) or mutiny in violation of section 894 of this title (article 94) shall, if the offense solicited or advised is attempted or committed, be punished with the punishment provided for the commission of the offense, but, if the offense solicited or advised is not committed or attempted, he shall be punished as a court-martial may direct.
  • Any person subject to this chapter who solicits or advises another or others to commit an act of misbehavior before the enemy in violation of section 899 of this title (article 99) or sedition in violation of section 894 of this title (article 94) shall, if the offense solicited or advised is committed, be punished with the punishment provided for the commission of the offense, but, if the offense solicited or advised is not committed, he shall be punished as a court-martial may direct.

§ 884 84 Unlawful enlistment, appointment, or separation
  • Any person subject to this chapter who effects an enlistment or appointment in or a separation from the 7th Cavalry Regiment of any person who is known to him to be ineligible for that enlistment, appointment, or separation because it is prohibited by law, regulation, or order shall be punished as a court-martial may direct.
§ 885 85 Desertion
  • Any member of the 7th Cavalry Regiment who—
    1. without authority goes or remains absent from his unit, organization, or place of duty with intent to remain away there from permanently;
    2. quits his unit, organization, or place of duty with intent to avoid hazardous duty or to shirk important service; or
    3. without being regularly separated from the 7th Cavalry Regiment enlists or accepts an appointment in another clan without fully disclosing the fact to his Chain of Command except when authorized by the 7th Cavalry Regiment; is guilty of desertion
  • Any commissioned officer of the 7th Cavalry Regiment who, after tender of his resignation and before notice of its acceptance, quits his post or proper duties without leave and with intent to remain away there from permanently is guilty of desertion.
  • Any person found guilty of desertion or attempt to desert shall be punished, if the offense is committed in time of war, by death or such other punishment as a court-martial may direct, but if the desertion or attempt to desert occurs at any other time, by such punishment, other than death, as a court-martial may direct.
§ 886 86 Absence without leave
  • Any member of the 7th Cavalry Regiment who, without authority—
    1. fails to complete their weekly roll call with in the time prescribed;
    2. absents himself or remains absent from his unit, organization, or place of duty at which he is required to be at the time prescribed; shall be punished as a court-martial may direct.
§ 887 87 Missing movement (mandatory meetings without authorization or communicating intent)

  • Any person subject to this chapter who behaves with disrespect toward his superior commissioned officer shall be punished as a court-martial may direct.
§ 890 90 Assaulting or willfully disobeying superior commissioned officer

    1. assaults his superior commissioned officer by written attacks by any medium while he is in the execution of his office; or

    3. is derelict in the performance of his duties; shall be punished as a court-martial may direct
§ 894 94 Mutiny or sedition
  • Any person subject to this chapter who—
    1. with intent to usurp or override lawful military authority, refuses, in concert with any other person, to obey orders or otherwise do his duty or creates any violence or disturbance is guilty of mutiny;
    2. with intent to cause the overthrow or destruction of the 7th Cavalry Regiment, creates, in concert with any other person, revolt, violence, or other disturbance against that authority is guilty of sedition;
    3. fails to do his utmost to prevent and suppress a mutiny or sedition being committed in his presence, or fails to take all reasonable means to inform his superior commissioned officer or commanding officer of a mutiny or sedition which he knows or has reason to believe is taking place, is guilty of a failure to suppress or report a mutiny or sedition.
  • A person who is found guilty of attempted mutiny, mutiny, sedition, or failure to suppress or report a mutiny or sedition shall be punished by death or such other punishment as a court-martial may direct.
§ 898 98 Noncompliance with (7th Cavalry Regiment UCMJ) procedural rules
  • Any person subject to this chapter who—
    1. is responsible for unnecessary delay in the disposition of any case of a person accused of an offense under this chapter; or
    2. knowingly and intentionally fails to enforce or comply with any provision of this chapter regulating the proceedings before, during, or after trial of an accused; shall be punished as a court-martial may direct
§ 899 99 Misbehavior before the enemy
  • Any person subject to this chapter who before or in the presence of the enemy—
    1. runs away;
    2. shamefully abandons, surrenders, or delivers up any command, unit, place, or 7th Cavalry Regiment property which it is his duty to defend;
    3. through disobedience, neglect, or intentional misconduct endangers the safety of any such command, unit, place, or military property;
    4. casts away his arms or ammunition;
    5. is guilty of cowardly conduct;
    6. quits his place of duty to plunder or pillage;
    7. causes false alarms in any command, unit, or place under control of the armed forces;
    8. willfully fails to do his utmost to encounter, engage, capture, or destroy any enemy troops, combatants, vessels, aircraft, or any other thing, which it is his duty so to encounter, engage, capture, or destroy; or
    9. does not afford all practicable relief and assistance to any troops, combatants, vessels, or aircraft of the armed forces belonging to the United States or their allies when engaged in battle; shall be punished by death or such other punishment as a court-martial may direct.
§ 900 100 Subordinate compelling surrender
  • Any person subject to this chapter who compels or attempts to compel the commander of any place, vessel, aircraft, or other military property, or of any body of members of the armed forces, to give it up to an enemy or to abandon it, or who strikes the colors or flag to any enemy without proper authority, shall be punished by death or such other punishment as a court-martial may direct.
§ 901 101 Improper use of countersign (server RCON passwords)
  • Any person subject to this chapter, who discloses the countersign to any person not entitled to receive it, shallbe punished by death or such other punishment as a court-martial may direct.
§ 902 102 Forcing a safeguard

    1. aids, or attempts to aid, the enemy with arms, ammunition, supplies, money, or other things; or
    2. without proper authority, knowingly harbors or protects or gives intelligence to or communicates or corresponds with or holds any intercourse with the enemy, either directly or indirectly; shall suffer death or such other punishment as a court-martial or military commission may direct
§ 906 106 Spies
  • Any person who in time of war is found lurking as a spy or acting as a spy in or about any place, within the control or jurisdiction of any of the 7th Cavalry Regiment, or in any server, any forum or any other medium, or any other place or institution engaged in work in aid of the prosecution of the war by the 7th Cavalry Regiment, or elsewhere, shall be tried by a general court-martial or by a military commission and on conviction shall be punished by death.
§ 906a 106a Espionage
  • Any person subject to this chapter who, with intent or reason to believe that it is to be used to the injury of the United States or to the advantage of a foreign nation, communicates, delivers, or transmits, or attempts to communicate, deliver, or transmit, to any entity described in paragraph (2), either directly or indirectly, any thing described in paragraph (3) shall be punished as a court-martial may direct, except that if the accused is found guilty of an offense that directly concerns (A) nuclear weaponry, military spacecraft or satellites, early warning systems, or other means of defense or retaliation against large scale attack, (B) war plans, (C) communications intelligence or cryptographic information, or (D) any other major weapons system or major element of defense strategy, the accused shall be punished by death or such other punishment as a court-marital may direct.
  • An entity referred to in paragraph (1) is—
    1. a foreign government;
    2. a faction or party or military or naval force within a foreign country, where the recognized or unrecognized by the United States; or
    3. a representative, officer, agent, employee, subject, or citizen of such a government, faction, party, or force.
  • A thing referred to in paragraph (1) is a document, writing, code book, signal book, sketch, photograph, photographic negative, blueprint, plan, map, model, note, instrument, appliance, or information relating to the national defense.
  • No person may be sentenced by court-martial to suffer death for an offense under this section (article) unless—
    1. the members of the court-martial unanimously find at least one of the aggravating factors set out in subsection (3); and
    2. the members unanimously determine that any extenuating or mitigating circumstances are substantially outweighed by any aggravating circumstances, including the aggravating factors set out under subsection (3).
  • Findings under this subsection may be based on—
    1. evidence introduced on the issue of guilt or innocence;
    2. evidence introduced during the sentencing proceeding; or
    3. all such evidence.
  • The accused shall be given broad latitude to present matters in extenuation and mitigation.
  • A sentence of death may be adjudged by a court-martial for an offense under this section (article) only if the members unanimously find, beyond a reasonable doubt, one or more of the following aggravating factors:
    The accused has been convicted of another offense involving espionage or treason for which either a sentence of death or imprisonment for life was authorized by statute.
    In the commission of the offense, the accused knowingly created a grave risk of substantial damage to the national security.
    In the commission of the offense, the accused knowingly created a grave risk of death to another person.
    Any other factor that may be prescribed by the President by regulations under section 836 of this title (Article 36).
§ 907 107 False official statements
  • Any person subject to this chapter who, with intent to deceive, submits any false record, report, regulation, order, or other official document, knowing it to be false, or makes any other false official statement knowing it to be false, shall be punished as a court-martial may direct.
§ 908 108 Military property of the 7th Cavalry Regiment —Damage, destruction, or wrongful disposition
  • Any person subject to this chapter who, without proper authority—
    1. discards or otherwise disposes of;
    2. willfully or through neglect damages, or destroys; or
    3. willfully or through neglect suffers to be damaged, or wrongfully disposed of; any military property (forum, game or Ventrillo servers, or any other tangible or intangible asset) of the 7th Cavalry Regiment, shall be punished as a court-martial may direct
§ 910 110 Improper hazarding of 7th Cavalry Regiment Servers
  • Any person subject to this chapter who willfully and wrongfully endangers any server of the 7th Cavalry Regiment shall suffer death or such punishment as a court-martial may direct.
  • Any person subject to this chapter who negligently hazards (disobeys General Order #5) any server of the 7th Cavalry Regiment shall be punished as a court-martial may direct.
§ 913 113 Misbehavior of sentinel
  • Any sentinel (RCON Administrator) who is found in derelict of enforcing the 7th Cavalry Regiment server rules and regulation during his shift before being regularly relieved, shall be punished, if the offense is committed in time of war, by death or such other punishment as a court-martial may direct, but if the offense is at any other time, by such punishment other than death as a court-martial may direct.
§ 915 115 Malingering
  • Any person subject to this chapter who for the purpose of avoiding work, duty, or service—
    1. feigns illness, physical disablement, mental lapse, or derangement; or
    2. intentionally inflicts self-injury; shall be punished as a court-martial may direct
§ 916 116 Riot or breach of peace
  • Any person subject to this chapter who causes or participates in any riot or breach of the peace shall be punished as a court-martial may direct.
§ 917 117 Provoking speeches or gestures
  • Any person subject to this chapter who uses provoking or reproachful words or gestures towards any other person subject to this chapter shall be punished as a court-martial may direct.
§ 923 123 Forgery
  • Any person subject to this chapter who, with intent to defraud—
    1. falsely makes or alters any part of, any writing which would, if genuine, apparently impose a legal liability on another or change his legal right or liability to his prejudice; or
    2. utters, offers, issues, or transfers such a writing, known by him to be so made or altered; is guilty of forgery and shall be punished as a court-martial may direct.
§ 927 127 Extortion
  • Any person subject to this chapter who communicates threats to another person with the intention thereby to obtain anything of value or any acquittance, advantage, or immunity is guilty of extortion and shall be punished as a court-martial may direct
§ 931 131 Perjury
  • Any person subject to this chapter who in a judicial proceeding or in a course of justice willfully and corruptly—
    1. upon a lawful oath or in any form allowed by law to be substituted for an oath, gives any false testimony material to the issue or matter of inquiry; or
    2. in any declaration, certificate, verification, or statement under penalty or perjury, subscribes any false statement material to the issue or matter of inquiry; is guilty of perjury and shall be punished as a court-martial may direct
§ 933 133 Conduct unbecoming an officer and a gentleman
  • Any commissioned officer who is convicted of conduct unbecoming an officer and a gentleman shall be punished as a court-martial may direct.
§ 934 134 General article
  • Though not specifically mentioned in this chapter, all disorders and neglects to the prejudice of good order and discipline in the armed forces, all conduct of a nature to bring discredit upon the armed forces, and crimes and offenses not capital, of which persons subject to this chapter may be guilty, shall be taken cognizance of by a general, special or summary court-martial, according to the nature and degree of the offense, and shall be punished at the discretion of that court.

Note that Article 134 encompasses offenses that are not specifically listed in the manual for Court-Martial: all disorders and neglects to the prejudice of good order and discipline in the 7th Cavalry, all conduct of a nature to bring discredit upon the 7th Cavalry, and crimes and offenses not capital, of which persons subject to this chapter may be guilty. Article 134 is often considered to be a "catch-all" for various offenses that aren't necessarily covered by the other articles in the UCMJ. It reflect acts that are not specifically listed, but nevertheless committed, by 7th Cavalry personnel that negatively impact the service, unit, etc.

Miscellaneous provisions

  1. JAG officers are members of the 7th Cavalry Regiment with rank of 2LT and above.
  2. JAG officers are appointed by the 7th Cavalry Regiment Commanding Officer after recommendation by the Chief Judge Advocate General.
  3. Any member may be dismissed from the 7th Cavalry Regiment by administrative order made by the 7th Cavalry Regiment Commanding Officer.
  4. A Review Board shall consist of the next higher-ranking member in the offenders Chain of Command not previously involved in the case plus one JAG officer. In event of no final decision is reached it shall be passed to the Command Staff for consideration.
  5. Any member dismissed by Administrative action may appeal to the office of Chief Judge Advocate General for a full investigation and subsequent review if the application is made in writing within fourteen (14) days of the order being received.
  6. If Chief Judge Advocate General receives such a request appealing against an administrative action it shall be the duty of Chief Judge Advocate General to initiate an investigation and to convene a Review board of three (3) officers consisting of Colonel rank and higher to consider the action. The review board will report its findings to the 7th Cavalry Regiment Commanding Staff with a copy to Chief Judge Advocate General.
  7. If the findings of the review board conflict with the 7th Cavalry Regiment Commanding Officer's decision, and a compromise cannot not reached to satisfy all parties, then a Court-Martial shall be convened charging the member with the original offences.

Also known as Garryowen, Gary Owen and Garyowen, is an Irish tune adopted as the march tune of the 7th Cavalry. It also refers to a call out for help.


Garry Owen Rule'
In the 7th Cavalry Gaming Regiment, a member may call a Garry Owen in a situation of emergency, whether in game, or on TS3 etc. All members are to respond at once! Members are expected to drop whatever they are doing to assist the member in emergency need. A Gary Owen should only be called in the case of a legitimate emergency. Failure to follow this rule may result in Court-Martial! This rule shall be in force at all times.

History

The tune emerged in the late eighteenth century as a favorite drinking song of rich young roisters in Limerick. It obtained immediate popularity in the British Army through the 5th (Royal Irish) Lancers.

A very early reference to the tune appears in The Life of the Duke of Wellington by Jocquim Hayward Stocqueler, published in 1853. He describes the defence of the town of Tarifa in late December 1811, during the Peninsular War. General H. Gough, later Field Marshall Hugh Gough, 1st Viscount Gough, commanding officer of the 87th Regiment (at that time known as the Royal Irish Fusiliers), after repulsing an attack by French Grenadiers "...was not, however, merely satisfied with resistance. When the enemy, scared, ran from the walls, he drew his sword, made the band strike up 'Garry Owen', and followed the fugitives for two or three hundred yards."

Garryowen was also a favourite in the Crimean War. The tune has also been associated with a number of British military units, and is the authorised regimental march of The Irish Regiment of Canada. It was the regimental march of the Liverpool Irish, British Army. It is the regimental march of the London Irish Rifles (now part of The London Regiment (TA)). It was also the regimental march of the 50th (The Queen's Own) Foot (later The Queen's Own Royal West Kent Regiment) until 1869.

Garryowen became the marching tune for the 69th Infantry Regiment, New York Militia, (the famed "Fighting 69th" ) in the mid-1800s. The "Fighting 69th" adopted Garry Owen before the Civil War and recently brought it back to combat in Operation Iraqi Freedom.

It later became the marching tune for the US 7th Cavalry Regiment during the late 1800s. The tune was a favorite of General George Armstrong Custer and became the official air of the Regiment in 1867. According to legend it was the last tune played before the Battle of the Little Bighorn.

The name of the tune has become a part of the regiment, the words Garry Owen are part of the regimental crest.
