Development Command Game Proposal Process

The Development Command is the organisation responsible for the identification, planning, launch and support of new Areas of Operation in the 7th Cavalry Regiment. This page lays out the process for game proposal conducted by the Future Concepts Center.

Intent

The intent of the DEVCOM 1iC is to ensure there is a structured and repeatable process for the proposal and acceptance of games which become new Areas of Operation in the 7th Cavalry Gaming Regiment. This shall be achieved by utilising a consistent and robust review which evaluates the work performed by FCC clerks on any game researched. There shall be clear expectations on the decision-rights associated to endorsing a game for 7Cav official support. By utilising a clear and publicly declared process all chains of command, including secondary and regimental departments can engage with the Commander’s intent and ensure that the process undergoes continuous improvement as we learn from experience game-to-game. The DEVCOM 2iC and FCC Clerks are accountable to the DEVCOM 1iC for achieving his intent.

7 DEVCOM Approval The DEVCOM 1iC or 2iC should approve a proposal prior to issuing to R&D Commander, Regimental XO or Regimental CO.

Proposal review and approval

  • Proposals are prepared by FCC Clerks or DEVCOM Leads (assigned by the DEVCOM 2iC).
  • Proposals are first reviewed informally by the DEVCOM 1iC and 2iC.
    • If approved, proceed by ensuring the DEVCOM 1iC initiates an Endorsement PM.
    • If rejected, clearly specify rework to the proposal.
  • Proposals are first formally reviewed by the R&DC Commander
    • If approved, proceed
    • If rejected, clearly specify rework to the proposal.
  • Proposals are subject to final review by the Regimental CO or XO.
    • If approved, the game is Green-lit and the game is promoted to Pre-Launch Planning.
    • If the game is deferred it is Amber-lit, until some future point in time to be specified by the Regimental CO/XO or R&DC Commander.
    • If rejected, clearly specify rework to the proposal or reason for indefinite rejection.
