Accountability & VCS/NCS Policy for Missing SP and RC

The following is the procedure for completing and filing Counseling Statements for missing section practice or not signing roll-call within 1st Battalion.

Accountability

Please see, follow, and enforce this Regimental SOP:

  1. Failure to attend section practice, sign roll-call, or be excused will result in a Verbal Counseling Statement (VCS). A second miss in a 30 day period will result in an Negative Counseling Statement (NCS).
  2. Two NCS's within a 60 day period for missing section practice, roll-call, or both will result in a disciplinary meeting with Battalion Staff where the possible consequences are:
    • Transfer out of Squad/Section
    • Another NCS
    • Dismissal from the unit
      • Please note: Troopers will have 72 hours to meet with Battalion Staff and failure to do so will result in a Less than Honorable Discharge (Eligible for Re-enlistment) from the unit.
  3. Platoon Staff are responsible for sending accountability VCS's and NCS's. They also conduct the verbal sit-down in Teamspeak with the trooper when it is appropriate.

VCS Procedure

When a trooper fails to sign roll-call and/or is unaccounted for at section practice for a given week, the Platoon Staff will do the following:

  • By Monday 0700 Zulu (0300) (Sunday, Midnight Pacific) the week following, send a VCS PM in accordance with the Regimental Verbal Counseling Statement SOP. This PM will be addressed to the trooper, the Assistant Section Leader, the Section Leader, the Platoon Sergeant, the Platoon Leader, the Company First Sergeant, the Company XO, and the Company Commander.
  • No further action is required unless the trooper would like to meet Platoon Staff to discuss the issue.

NCS Procedure

When a trooper fails to solve the problem after a VCS and within the appropriate time periods, the Platoon Staff will do the following:

  • By Monday 0700 Zulu (0300) (Sunday, Midnight Pacific) the week following, send a NCS PM. This PM will be addressed to the trooper, the Assistant Section Leader, the Section Leader, the Platoon Sergeant, the Platoon Leader, the Company First Sergeant, the Company XO, and the Company Commander.
  • The Platoon Staff should file an NCS .pdf, fill out Section I & II of the NCS .pdf, file it in their Platoon Google Drive, and add the .pdf link to the NCS PM.
  • The Platoon Staff should meet with the trooper if the trooper would like to discuss it further, otherwise no further action is required by the Platoon Staff.
  • The Company Commander should fill out Section III of the NCS .pdf, file the NCS in their Company Google Drive, and add the new .pdf link to the NCS PM. The Company Commander should then add S1 Command Staff for processing on the trooper's MILPAC, as well as Battalion Staff for notification.
  • If it's a 2nd NCS, the Company Commander will notify Battalion Staff a disciplinary meeting is required in the same NCS PM.

Format for Titling of Counseling PMs

For missing SP or not signing Roll Call (accountability violations):

Counseling Type - Last Name.First Initial - End date for the Roll Call week (always a Friday)

Example:

VCS - Tharen.R - 26OCT19

For all other non-accountability violations:

Counseling Type - Last Name.First Initial - Date of counseling

Example:

VCS - Rosefield.M - 25AUG19
