Section 1: Overview

PurposeThis regulation prescribes the guidelines and processes for Awards and Decorations awarded to troopers from the 7th Cavalry Regiment(7CAV). It provides principles support, standards of service, policies, tasks, rules, steps and classifications governing all work required in the field to support the process of issuing an award or decoration to a trooper in the Regiment.

Responsibilities

1. The Regimental Command Staff (Regimental Commander and Executive Officer) will serve as the senior official on matters concerning awards and decorations, and will provide supervision of policy formulation, procedures, goals, system and standards.
2. The Regimental Chief of Staff (COS) will be responsible for the implementation of this regulation within the Regiment. Furthermore, COS will supervise the processes prescribed in this regulation. The General of the Army (GOA) will serve as the final approval authority for all awards and decorations..

Section 2: Principles and Standards

2-1 Principles of Support The 7th Cav General Staff will provide a centralized process for the policies and procedures for the recommendation, approval and processing of Awards and Decorations awarded to troopers of the 7th Cavalry Regiment.

This regulations will define:

1. The Awards and Decorations available to be awarded to members of the 7th Cavalry Regiment and their respective guidelines.
2. The procedures involved with making a recommendation that a trooper, or unit be given an award or decoration.
   1. This will include who is authorized to make a recommendation for an award or decoration.
3. The process by which an Award or Decoration is recorded in a trooper’s permanent record (MILPACS).

2-2 Standards of Service The Standards of Service are as follows:

1. Awards and Decorations are provided to highlight the achievements of an individual trooper or unit.
   1. While the Regiment provides guidelines for each Award or Decoration available, some Awards are subjective in nature and do not fit in a defined box. An action considered heroic or valorous by one person may not necessarily be considered so by another.
   2. The General of the Army will serve as the final approval authority on all Awards and Decorations.
   3. Any General Grade Officer may award a trooper an Award or Decoration on their prerogative
2. Any trooper in the 7th Cavalry may recommend another trooper for an Award or Decoration with the following exceptions:
   1. The Trooper making the recommendation must outrank the Trooper for whom they make the recommendation for either by actual rank or billet. For example, a squad member cannot make a recommendation to award his Section Leader, or anyone else above him in the Chain of Command.
   2. Recommendations must be made in person, meaning one trooper may not submit a recommendation on behalf of another.

Section 3: Policy

3-1 Awards and Decorations of the 7th Cavalry Gaming Regiment

3-1.1 All Awards and Decorations available to be awarded to a Trooper of the 7th Cavalry are listed here: https://wiki.7cav.us/index.php/Awards_and_Decorations

3-1.2 The Description for each award will serve as a guideline. As stated earlier in this document, some Awards are subjective and approval is based on the view of the approval authority as they understand the information provided in the Award Recommendation.

3-2 The Recommendation Process

1. If a Trooper wishes to make a recommendation for award they must submit their recommendation in writing using the allocated forum location for that purpose.
   1. Recommendations must be detailed. They must tell the story of the incident or action being recognized as well as provide the names of any witnesses to the action being recognized. This is not the same thing as the “Citation” which will appear on the award itself, but must provide enough information for the approval authority to make an informed decision.
   2. A summary of the information provided should be crafted in the Citation to be included with the award.
2. One Recommendation post is made per Award. If you wish to recommend 10 awards you must make 10 recommendation posts.

3-3 The Approval Process

1. Once a Recommendation has been received it should be reviewed by S1 to insure eligibility in regards to statutory limitations. IE the Meritorious Service Medal.
   1. Once S1 determines an award meets eligibility requirements they should annotate the recommendation post and @ the Approval Authority for the award as listed here: https://wiki.7cav.us/index.php/Awards_and_Decorations
   2. The Approval Authority has 7 days to either approve or deny the recommendation.

3-4 Documentation of Awards and Decorations’’’

1. If a recommendation is denied, appeal may be made in writing to the GOA for final disposition.
2. Once a recommendation is approved it is to be processed according to established S1 processes and procedures.

The General Staff reserves the right to make exceptions to this policy when deemed in the best interest of the 7th Cavalry Regiment as a whole. Such an exception requires the unanimous decision of the General Staff.

Section 4: Purpose of Awards and Decorations

Awards and Decorations are more commonly referred to as Medals and Ribbons. They are one of the ways we recognize service and personal accomplishment while a member of the 7th Cavalry Gaming Regiment. Together with other badges of rank and insignia in the 7th Cavalry Gaming Regiment, they are an outward display highlighting the members achievements and contributions throughout their career with us.

Visual identification is something we naturally rely on, but largely take for granted. In a virtual community, this basic human ability is missing by default. We address this through forum avatars, forum signatures, and MILPACS service jackets to display each member's rank, billet, awards, and qualifications. It helps to fill the void of intuitive recognition that would otherwise be present in face to face interactions.

	Command Sergeant-Major Ronnie "Coldblud" Bussey Lifetime Achievement Medal	Service	By order of the Commander only, is awarded for overall career achievements within the 7th Cavalry. This includes service to the unit in and out of combat roles. This award exclusive to the NCO ranks, and is awarded in Honor of CSM.Ronnie "Coldblud" Bussey.	Regimental Commander.
	Army Distinguished Service Cross	Operations	Awarded for actions, or a single act, demonstrating extraordinary heroism and skill under fire, which were unquestionably responsible for the successful outcome of the mission against a live enemy force including internal player versus player matches. 	Defense Distinguished Service Medal	Service	Awarded to officers and non-commissioned officers for exceptionally meritorious leadership of a primary billet over the course of one year, or being selected as Non-Commissioned Officer or Officer of the Year. Must have won all official match(es) played or the competition. Must be an official organized event. Only one is to be issued per month. Only a single MU group will be awarded per month, during the month all MU's are to be posted in the Medal Recommendations Thread. Regimental staff will review and approve one set to be awarded. To be valid for any given month it must have taken place between the week before the end of the previous month and one week before the end of the current month.
